After several weeks of demonstrations, a document denouncing preventive arrests, their reasons as well as the conditions of confinement, in particular in Paris, of those in custody has been published.

For two months, demonstrations and violence have followed one another. Each time, and especially in Paris, the police make dozens of arrests, but are they all justified? An independent administrative authority denounces preventive arrests, prohibited in France. There would be “a trivialization of confinement”“serious violations of fundamental rights” and “a massive use of police custody”. Over a week in March, the report estimates that 80% of those arrested come out free. “It is a classification for insufficiently characterized offenses. That is to say that we could not precisely establish the characteristics of this offence”explains Laurent Nuñez, prefect of police of Paris.

But are the reasons for arrests debatable?

Most of the individuals arrested are in undeclared processions, mobile and with degradations. The police therefore question a lot but are very imprecise in the reports where they are supposed to establish the facts. The police headquarters recognizes this and promises to make progress. The document also shows photos of police custody cells in the evening of demonstrations. In addition to the hygiene to be reviewed, the premises are saturated. In a cell of 7 square meters, two young women will spend 24 hours. The Ministry of the Interior explains it by the extent of the damage which would have caused an exceptional number of people arrested.
