Immigration bill: are we witnessing a “festival of horrors”?

The franceinfo Talk looks at the immigration bill, adopted by the Senate and which should be examined by the Assembly in December. Tuesday, November 14, Senate adopted 210 votes against 115 votes against THE immigration bill of the government. The Minister of the Interior, Gérald Darmanin, welcomed the adoption of this text, even if it “is not totally that of the government“, did he declare. The bill must now be examined by the National Assembly in December.

The main lines of the text adopted by the Senate

After several days of debate, the Senate adopted the immigration bill, giving a turn of the screw, by the senatorial majority of the right and the center, with a view to making it a tool of “firmness”. The latter notably voted for the removal of the AMEState Medical Aid, a measure to which the government is opposed.

The new system intends to reduce access to care reserved for foreigners in an irregular situation. This aid allowed 100% coverage of medical and hospital care, financed by the State, within the limits of Social Security rates. To replace this system, senators voted for the creation of “emergency medical aid”, particularly for serious illnesses, pregnancy-related care, vaccinations, etc.

Among the other measures voted by senators, the justification of five years of residence, and no longer six months, to be able to benefit from certain allowances such as APL (personalized housing assistance) or family allowances.

Senators also voted for deletion of article 3 of the government bill, symbol of hardening of the initial text. The article planned to regularize “full right” people in an irregular situation working in professions in shortage, by offering them a residence permit valid for one year, renewable if they have three years of presence in France. Senators voted for its replacement with article 4 biswhich provides that undocumented workers can obtain a one-year residence permit, so “exceptional”, if they work in professions in tension.
