Out of 20 comparable states, Quebec ranks 6e rank for the net migration rate (immigrants minus emigrants) for the year 2019, counting temporary immigrants (see note 2 below). Even without temporary immigration, he would take the 9e rank with a rate of 4.7 net permanent immigrants per 1000 people.


Note: The comparison with Quebec is not perfect, because the 19 other states have the UN methodology and Quebec, that of Statistics Canada. These two methodologies differ slightly. For example, Canada has a net migration rate of 11.5 immigrants per 1000 people of population with Statistics Canada, and a rate of 10.5 with the method used by the UN.
