(Québec) La contribution santé que souhaite imposer le gouvernement Legault aux non-vaccinés risque de créer une « brèche » dans l’accès universel aux soins de santé, une valeur au centre de notre système actuel, craint Dominique Anglade. À quelques jours de la rentrée parlementaire, la cheffe libérale voit difficilement comment sa formation pourrait être en faveur d’une telle mesure.

Le gouvernement Legault a promis de déposer un projet de loi dès le début de la prochaine session parlementaire – la dernière avant les prochaines élections – pour débattre des modalités de l’imposition d’une contribution santé pour les Québécois non vaccinés. Mais déjà, la mesure ne fait pas l’unanimité. Peu de détails sur son application ont par ailleurs été dévoilés jusqu’à présent par le gouvernement.
« Honnêtement, je ne vois pas, a priori, comment on va être en faveur d’une telle mesure », a lancé la cheffe libérale au deuxième jour du caucus pré-sessionnel de sa formation. « Je vais vraiment vouloir regarder [les implications] from an ethical point of view, from a legal point of view and from an efficiency point of view and above all, when we look at the values and the shift that this could bring in relation to our universal system. »
Dominique Anglade fears that the measure will thus “open a breach on a category of individuals”, which would distance Quebec from the universality of care. “It’s an important value,” insisted the Leader of the Official Opposition. According to her, the Legault government is “diverting” and “improvising” with this proposal which will be difficult to achieve.
“These questions raise a big doubt as to the feasibility of what is proposed by the CAQ government,” added Ms.me England.
Gabriel Nadeau-Dubois also denounced the imposition of a health contribution during an interview with The Press. The parliamentary leader of Québec solidaire believes that the punitive approach of the Legault government towards the unvaccinated is counterproductive, divisive and will only benefit Éric Duhaime’s conservatives.
Dominique Anglade, in an answer in English, indicated that the question was not to know who would benefit from such a measure, but rather to “do the right thing” for society.
According to several recent surveys, this health contribution that will be required of unvaccinated people is quite popular. It rallies 65% of respondents to a CROP-The Press published on January 21. The contribution has still not been quantified by the government. The group of Quebec Doctors for the Public Regime rejected the announcement of a “contribution” for unvaccinated adults.
