The Minister of the Interior also asks prefects to expel foreigners considered dangerous. A decision announced at the end of a security meeting organized at the Elysée this Monday.

This is one of the consequences of the Arras attack on Friday October 14, in which a professor was killed by a terrorist born in Russia. The government wants to accelerate the expulsion of 193 radicalized foreigners in an irregular situation. The Minister of the Interior and Overseas Territories Gérald Darmanin also sent a circular to the prefects in which he requests the expulsion of all foreigners who threaten public order.
Withdrawal of residence permits and asylum
The foreigners concerned are those who are considered dangerous by the intelligence services, whether they are in France in an irregular situation but also in a regular situation. For the latter, Gérald Darmanin gives the prefects instructions: the systematic withdrawal of residence permits. And for refugees, the withdrawal of the protection offered to them by asylum.
The administrative situations of all these foreigners considered dangerous will be scrutinized. This is the work of departmental evaluation groups: a system used for several years in France which brings together prefects, prosecutors and intelligence services. These groups meet on Tuesday October 17 in all departments to study each case.
Russian nationals in the government’s sights
The minister’s circular emphasizes a very specific profile: the removal of Russian nationals. This is the nationality of Mohamed M., the main suspect in the Arras attack. He was born in Russia – in the Russian Republic of Ingushetia to be exact – in 2003, then arrived in France at the age of 5. This type of profile is particularly scrutinized and the minister requests special monitoring for reported minor foreigners, particularly those from the Caucasus.
But all foreigners considered dangerous are affected. Gérald Darmanin indicates that since 2017, 800 foreigners registered in the FS-PRT, a file which lists people monitored for terrorist radicalization, have been expelled. He wants to accelerate the expulsion of 193 radicalized foreigners in an irregular situation, including 85 who are undoubtedly no longer in the territory. At the same time, the State will examine the situation of foreigners who are part of the 5,300 people on S files, monitored by the DGSI for their Islamist radicalization.
