The Court of Auditors has published a harsh report on the Universal National Service, expressing its scepticism regarding the “objectives” of the SNU which “remain, to this day, uncertain”.

“It is not at all the idea that is in question, it is not the ambition that is in question, it is not the idea of helping young people to form a nation, it is noble”explains Friday September 13 on franceinfo Pierre Moscovici, first president of the Court of Auditors, who published a severe report on the Universal National Service. The financial magistrates display their skepticism about the “goals” of the SNU which “remain, to this day, uncertain.” The Court is severe on the “cost largely underestimated” of the SNU and denounces a “unprepared generalization”.
“When we look at the modalities, we see that it does not affect all young people, that social diversity is extremely weak”criticizes Pierre Moscovici. “It concerns the sons and daughters of women and men who already wear a uniform and yet it is managed by National Education”he adds. “We see that it costs quite a lot per person, we see that there are big management problems, in terms of transport, accommodation,” regrets Pierre Moscovici.
Regarding the SNU, “The question we are asked is: Should we generalize it?”Pierre Moscovici is not “Neither for nor against, but we must give ourselves the means. This is an objective that Gabriel Attal set in his general policy statement last January.”. It would cost “more than ten billion per year. Do we have them? We have to find them from other public expenditure because we cannot increase the amount of public expenditure”castigates the president of the Court of Auditors.
Still on the subject of the generalization of the SNU, Pierre Moscovici thinks that it “We need to do something other than the current system. Parliament really needs to decide, it has never done so”. It’s necessary “that we supervise things, that we organize them, that we pilot them. It cannot just be the extension of what has been done which is an experiment that is not totally conclusive. It must be something else, a big project.”
