In the absence of the appointment of a government following the early legislative elections, the preparation of the draft finance bill is the subject of debate within the political class.

The construction of the budget for 2025 is the subject of a bitter political battle, in the absence of a new government. While Emmanuel Macron has still not appointed a new Prime Minister, it is the resigning government of Gabriel Attal that is preparing the draft finance bill for the year 2025. “Gabriel Attal is keen to preserve the budgetary process, and to ensure that the next government can present the budget on time.”announced Matignon on Wednesday, August 14.
The ceiling letters, setting the ceilings for credits and jobs allocated to each ministry, will be sent to “in the next few days”underlines Matignon.“This first budgetary basis, respecting France’s commitments, does not preempt the final decisions that will be made by the next government when it presents its PLF (finance bill) for 2025 to parliament.”adds Matignon. A communication which comes at a time when The World highlighted the delay in preparing the budget on Wednesday evening.
It must be said that the timetable for voting on the budget is constrained and framed by the Constitution. In September, the draft finance bill is sent to the High Council of Public Finance, then to the Council of State, so that they can issue opinions. Then, the organic law relating to finance laws (LOLF) specifies that “the draft finance bill for the year (…) is submitted no later than the first Tuesday in October of the year preceding the year in which the budget is implemented.” Which means that this year, the finance bill must reach the National Assembly no later than Tuesday, October 1.
