Russian psychopath Yevgeny Mataev will have to stay in a Canadian penitentiary for at least two more years. The Parole Board of Canada (PBC) refuses to grant parole to the dangerous criminal, even though he seems certain of being returned to his native Russia.
“The Commission cannot lose sight of the fact that guns, control and threats are trivial to you and that instant fun and easy money are vitally important to your life. Given the gravity of your crimes, the Commission must exercise caution, ”the commissioners concluded Thursday.
Detained since 2011, the 48-year-old man has been serving an indefinite sentence as a dangerous offender since 2016. This extremely rare sentence is reserved for the worst criminals in the country. A career criminal, Evgueni Mataev was convicted in 2014 of procuring and aggravated assault. However, he had been acquitted of human trafficking and attempted murder.
His crimes are particularly sordid. The psychopath subjected a young American to filthy sexual abuse for months in 2010 and 2011 in Montreal. The young woman, whom he treated as his sex slave, was notably raped by 30 to 40 men in a gang rape.
One evening, Yevgeny Mataev stabbed a man in the neck because he was furious that he had had sex with the victim. “Do you see what I do when something is done to me?” See what I’m capable of? Mataev yelled. It was the young woman who had to clean up the puddle of blood.
On Wednesday, during his first release hearing in several years, Yevgeny Mataev denied that the victim had been raped. “No,” he replied, with a mocking sneer. “I made bad choices. I made mistakes. My state of mind was not good at the time, ”he vaguely justified himself.
Chechen refugee, Yevgeny Mataev arrived in Canada at age 21 in 1997. Since then, he has adopted a “parasitic life” based on drugs and crime, according to the commissioners. According to the archives of Press, Mataev was charged with murder in 1998 following a two-month run. However, we did not find any trace of this case in the judicial register.
Even in detention, Yevgeny Mataev continued his illegal activities. He is an “important player”, even the “gang leader” [ringleader] of a group of inmates involved in drug and cell phone smuggling by drone. In addition to being sanctioned about 30 times for illegal activities, he was involved in three violent incidents behind bars.
According to his lawyer, Me Pierre Tabah, he is “100% certain” that Mataev will be deported from Canada if he obtains his parole. Subject to a deportation order since 2003, Mataev was not returned for all these years because Moscow refused to recognize him as a Russian citizen. This is no longer the case, according to Me Tabah.
However, Evgueni Mataev still presents an undue risk for society, according to the commissioners, and thus cannot be released. The PBC highlights his “persistent violence” and his risk of recidivism as relevant factors to justify his detention.
Mataev will be able to reapply in November 2023.
