Former UN Deputy Secretary General Alain Le Roy deciphers the negotiations between Ukraine and Russia

Alain Le Roy, former deputy secretary general of the UN, is invited on the set of 23 hours of Franceinfo Friday, April 1. He returns in particular to the difficult talks between Ukraine and Russia, but also to the difficulties of the Russian troops.

The Kremlin accuses Ukraine of being responsible for an attack on an oil depot in Belgorod (Russia). This further revives tensions between the two countries. “The talks are very complicated”explains Alain Le Roy, former Deputy Secretary General of the UN, guest on the set of 23 hours of Franceinfo Friday, April 1. “It’s obvious that Ukraine wants these talks to succeed, is the Russian side serious? No one knows that. Only Mr. Putin has the key”he says.

Alain Le Roy would also like to emphasize the “extraordinary role” played by the International Committee of the Red Cross, particularly in the town of Irpin. “It is nevertheless one of the oldest humanitarian organizations, created in 1863 just after the battle of Solferino, and until today, it is an organization which is, on the conflicts, the only one which manages to have, through its neutrality, the trust of all parties”he recalls.

The Russian army is repositioning itself to attack eastern Ukraine according to Volodymyr Zelensky. “Perhaps it shows in a way that in the difficulties of the Russian troops, there is perhaps the fact that they arrived a little late in the season. As they hoped to make a very fast war, it was still the time when Ukraine was under snow. Today, the fact that it is, on the contrary, melting snow, mud, obviously that complicates the task of the Russian forces”analyzes Alain Le Roy.
