A debate without a vote for a text a priori without consensus: the government presents Tuesday, December 6 the main lines of its immigration bill before a debate in the National Assembly, in the hope of reaching a delicate compromise with the opposition on this divisive and highly inflammable subject. A text that combines “firmness” and “humanity”. The Minister of the Interior, Gérald Darmanin, explained on franceinfo that this bill had the ambition “to better integrate and better expel” immigrants. The government thus wants to create a residence permit for undocumented workers in trades that lack manpower. It also intends to issue an obligation to leave French territory as soon as an asylum application is rejected at first instance.

Opposition divided on the subject. On the one hand, the National Rally and Les Républicains criticize a text that is not strong enough in their eyes. In particular, they criticize the government for wanting to introduce a wave of regularizations “massive”. Conversely, the deputies on the left point to a bill that is too repressive, even if points of divergence exist between the various groups of the Nupes, in particular on the question of trades in tension.

The text debated in early 2023. After this debate without a vote in the National Assembly, the text will also be discussed in the Senate next week, before being sent to the Council of State by the end of the year. Then, the bill will be officially presented to the Council of Ministers at the beginning of the year, between the end of January and the beginning of February. The debates will take place in Parliament in the spring.
