Floods: here are the measures planned to compensate the victims

The Minister of Public Security, François Bonnardel, assured Tuesday that the victims of the floods will be compensated. Here is an overview of the measures in place to compensate the victims.

A little after 4 p.m. on Tuesday, the mayor of Baie-Saint-Paul Michaël Pilote also confirmed that an information meeting on the issue of compensation will be held for citizens and businesses on Thursday evening. This meeting is used in particular to explain the details of the assistance program and to answer questions.

Compensation

Victims can also apply for financial assistance to compensate for damage to their residence or access road.

This compensation can reach a maximum of $385,000.

The damages covered include, for example, cracks in the foundations, breakage of various components (windows, insulation, electrical circuits), and damage mitigation measures, such as the purchase of a sump pump or the elevation of the residence above the recognized flood threshold.

Moving assistance

A measure is in place to encourage people to move out of flood-prone areas. If the sum of the amounts paid over the years to repair the residence after a disaster is equal to or greater than 50% of the new cost, or if it reaches $162,500, the government could offer the victim financial assistance, according to its choice. , For :

– A severance allowance of up to a maximum of $385,000

– Immunization (to protect the residence against further flooding)

– moving the residence

If he refuses, the victim may receive financial assistance to compensate for the damage to his residence, but for one last time.

In case of total loss

If the property cannot be repaired, the victims may apply for financial assistance for a severance allowance or for moving the residence. No other financial assistance will be provided for future floods.

Temporary accommodation

Each occupant of an evacuated residence may receive $40 per day from the 4th to the 100th day of evacuation, to compensate for temporary accommodation costs.

Prevention

Victims who have implemented temporary measures to limit damage to their residence and property may receive compensation of up to $8,000 per residence. Owners will be able to receive $230 per day, from the first to the last day on which these measures are taken. Tenants will be able to receive an amount of $130 per day.

Moving and storage

Financial assistance is available to reimburse expenses incurred for the moving or storage of property and furniture of victims, up to a maximum of $2,500, upon presentation of invoices.

Emergency works

The government could reimburse up to 100% of the emergency work carried out to prevent the deterioration of the damage, depending on the level of water that has infiltrated the residence.

Temporary works

Homeowners can apply to the Ministry for financial assistance for temporary work carried out to make their residence habitable before the permanent work is carried out. This concerns in particular work to re-insulate the property or temporarily restore electricity.

How to do ?

The victims must send a request for compensation to the Ministry of Public Security. If deemed eligible, a first advance will be paid according to the information provided in the application. An expert will then come to assess the damage at the scene of the incident, then another advance will be paid after receipt of the damage report.

The request must be submitted within 3 months of the flood. The work must be completed 18 months after the report is sent to the ministry. The victims have a period of 2 months to request a review of the government’s decision in their file.
