COP 28 ends Tuesday December 12. While the head of the UN calls on countries to lift unnecessary tactical blockages to move towards phasing out fossil fuels, positions are becoming tense.

Find an agreement at all costs. Sultan al-Jaber, president of COP28, leaves no choice. “Failure is not an option, what we seek is the common good. What we seek is what is in the best interest of everyone, everywhere”, did he declare. OPEC countries plan to transition to an economy decarbonized, this is particularly the case of Saudi Arabia, with its “Vision 2030” plan. But the financing of this transition is based on a paradox.

Towards a “historic” agreement?

“These OPEC countries want to maintain a high price per barrel. Currently, it is around 76 dollars (…) and to finance these respective Vision 2030 plans, we need a price per barrel around 80-85 dollars ( …) and therefore that there are no disabling or penalizing mechanisms on the production of hydrocarbons “, explains David Rigoulet-Roze, associate researcher at IRIS. The president of COP28 hopes for an agreement that he describes as “historical”.
