New motion of censure rejected in Parliament: “The oppositions are incapable of coming together”
“It’s not a routine but we can see that there is no alternative majority“, affirmed this Saturday on franceinfo the Minister of Relations with Parliament Franck Riester while an 18th motion of censure to overthrow the government of Elisabeth Borne was rejected during the night from Friday to Saturday. The motion of censure filed by the Nupes collected 193 votes out of the 289 needed to bring down the executive, leading to the adoption, in new reading, of the public finance programming law 2023-2027 which will be transmitted to the Senate.
The oppositions are “unable to come together to propose an alternative budget“, criticizes Franck Riester. “It is the gathering of opposites, between the National Rally and the Nupes there is nothing in common“. According to him, this new motion of censure aims to “prevent the government from acting“.”When we are in opposition, we know very well that we are not voting on the budget, but are we obliged to table a motion of censure?“, he asks. “We are responsible for giving our country a budgetary framework for the next three years, which allows us to both set the course for our country and at the same time keep our commitments to Europe.“, recalls the minister.
The government knew that Les Républicains (LR) did not intend to vote on the motion of censure. “The LR showed responsibility by not associating themselves with this motion of censure“, recalled the Minister in charge of Relations with Parliament. “A certain number of their comments were taken into account in the text which was submitted to 49.3“, adds the former member of the right-wing party who joined Emmanuel Macron in 2017 to found the center-right Agir party.
And there will be “presumably” others 49.3 in the weeks to come, recognizes Franck Riester. “We must be able to use the tools given by the Constitution“. The public finance programming bill plans to reduce the public deficit from 4.8% of GDP in 2022 to 2.7% in 2027, below the European objective of 3%, in a context where the burden of the debt is exploding.
Moratorium on the Descrozailles law: “If the law needs to change, we will”
While inflation continues to weigh on household budgets, the government unveiled, Wednesday September 27 in the Council of Ministers, the text bringing forward the timetable for commercial negotiations between suppliers and distributors for 2024. The bill must be examined at the National Assembly in early October. “Between the indexation of pensions, social minimums and income tax scales, 25 billion are mobilized in the 2024 budget“, Franck Riester also defends himself. Michel-Edouard Leclerc for his part asked on Friday evening for the removal of the obligation for large retailers to practice margins of at least 10% on food products from large manufacturers.. or The Descrozaille law, which will come into force on March 1, maintains this possibility until 2025.We ask all stakeholders to make an effort. But if the law needs to change, we will do so“, explains Franck Riester.
Residence permit for professions in tension: “A compromise strategy” with LR
The immigration law arrives in the Senate in a month, but we still do not know if the measure on the regularization of undocumented workers will appear in the text. “We must send a very strong message of support for the integration of those who come to work in our country.“, believes in any case Franck Riester. The minister responsible for relations with Parliament does not exclude the use of a new article 49.3 on the text. “But we are in a compromise strategy, particularly with the LRs, to improve our reception and integration system.“.
Reform of the RSA: “We will take into account the particularities”
On Thursday, in the Assembly, the majority voted for a Republican amendment which included in the law 15 hours of compulsory weekly activities for RSA beneficiaries. In May, however, the Minister of Labor Olivier Dussopt declared that these 15 hours would not appear in the law, that they would only be an objective “suitable for everyone“. “We are convinced that it is important to put in place this system of rights and duties“, maintains Franck Riester, “to give them more means to reintegrate professionally, in return they are asked to spend time in training“.
Franck Riester also admits that exceptions must be taken into account. “We understand that a single woman with children without childcare cannot be asked the same thing as a household that has accessible childcare.“. On the question of caregivers, the minister repeats “it will be progressive and we will take into account the particularities“. Franck Riester explains that this goal of 15 hours is important. “We need to give ourselves time to see if there is indeed a shared will.“. Experimented since the spring in 18 departments, the “commitment contract” of RSA beneficiaries, which provides for 15 to 20 hours of weekly monitoring and should soon be generalized throughout France, is welcomed by the communities which have implemented, but still leaves some participants perplexed.
