The government marathon is on. And the finish line is scheduled for October 2022 with the vote of the National Assembly… but how to reach it? As the deputies return to school this week, the executive also begins the major maneuvers to pass its laws. And in particular the most important of them: that of the budget. With one objective in mind: to try to avoid using article 49.3 of the constitution, which allows adoption without a vote of the text.

But the path is narrow, so the government wants to show the public that it is doing everything to avoid it. Thus, all the political groups of the assembly are invited this week to Bercy to discuss the budget with Gabriel Attal, the Minister for Public accounts. Like a debate before the debate, both a demonstration of dialogue, consultation and listening. Elisabeth Borne, herself, must receive the presidents of the parliamentary groups within 10 days. Always with this official speech: do everything to avoid 49.3, often seen as a forced passage.

But in reality, “Everyone knows we’re going to use it. The subject is who wears the hat?“, laughs a majority executive. And for good reason: the government does not intend to take on the wrong role and intends to demonstrate that it is the opposition that does not want a compromise, all the more so at a time when internal campaigns are starting on the PS side, with the Greens or even at LR.

The right, precisely, which is much less conciliatory than during the summer: several elected LR have already assured that they would not vote on the budget, even before the start of the discussions.
