Is the surprising reversal of the situation of the third highway link to Quebec announced by the CAQ an environmental epiphany or the outcome of an electoral strategy intended to dismiss Éric Duhaime’s party? If Minister Guilbault wants to convince us of her sincerity, she could now shine in another tunnel file: that of active mobility in the Louis-Hippolyte-La Fontaine tunnel. So far, his ministry has peremptorily dismissed the idea of allowing pedestrians and cyclists to circulate in the existing evacuation tunnel. This request was refused without a feasibility study having been produced. What is the real frequency of evacuations on foot in the tunnel? What prevents cameras from being installed there to monitor pedestrian and cyclist traffic (if there are not already cameras)? Why couldn’t this active circulation be interrupted in the event of an evacuation? What facilities would be required so that active mobility enthusiasts can access this tunnel without driving on the highways leading to it? The Jacques-Cartier Bridge is the easternmost cycling link on the island of Montreal. For residents of the areas surrounding the tunnel, this represents a 16 kilometer detour. If the residents of the east of the island deserve a public transit REM, they also deserve an active transportation sub-river link!
