Energy performance diagnosis: the new DPE must already be reviewed

Since the implementation of the new energy performance diagnosis (DPE) on July 1, the number of “thermal strainers” has climbed in France. The new DPE should be reviewed after only 3 months.

Charlie Cailloux: The problem is that since its entry into force three months ago, diagnostic professionals have alerted the Ministry of Energy Transition to the very large number of homes classified in F and G, that is to say in the category of the most energy-consuming housing, the famous “thermal strainers”.

This downgrading mainly concerns small dwellings built before 1975. According to the Interprofessional Federation of Real Estate Diagnosis (FIDI), with the new method, the estimated cost of consumption in kWh, the first information seen by consumers, is overestimated in 60% of cases. .

And so the method will be corrected?

The method is being reviewed and will be updated on November 1st. In the meantime, the ministry advises sellers and lessors to defer signing their contract. If they are in a hurry, they can obtain a DPE with the risk of obtaining a worse result than the reality.

In any case, if a compromise is signed by November 1, the notary must inform the buyer of the unreliability of the DPE, and of the need for a subsequent correction, when the new method will be in force.

And for owners who have had a DPE carried out since July 1, will they be able to have it corrected?

Yes, all DPEs will be automatically reissued for dwellings prior to 1975, classified F and G, at no cost to owners, ie 80,000 DPE according to estimates. The DPE for goods classified D or E, ie 105,000, may be reissued if the owners of the goods so request, formalities which will again be free. Anyway, free, let’s say that it is the State which will bear the consequences of this false start.

We can remember that when the accommodation is classified F or G, it is not without consequences!

Absolutely yes! We often see a discount when the DPE is very bad, this is called the green value of housing. Depending on the region, a house classified F or G sells for 6 to 18% less than a house classified in D. And that is not all: looming, in 2025, the ban on the rental of classified housing G, then housing classified F in 2028.

More and more, the DPE will have an influence on the value of housing since for the most energy-intensive, it will be necessary to undertake expensive works before being able to re-let.
