The approach of summer vacation brings its share of changes. The daily ceiling for restaurant tickets is decreasing and dhe new rules come into effect for rental ads between individuals. If adopted by Parliament, the law on purchasing power also provides for several increases in social benefits. Some of these measures come into force on Friday July 1, others will take effect throughout the month.
The new oil and coal boilers, it’s over
New environmental standards exclude the installation of new heating or hot water production equipment running on oil or coal. This prohibition does not apply “in case of impossibility of using other energy sources”, specifies the service-public site. A derogation will, for example, be possible when “the necessary work would be technically impossible or would contravene regulatory or legislative provisions relating to land rights or property rights”. Boilers already installed may, however, continue to be used, maintained and repaired.
Financial aid, such as the MaPrimeRénov’ scheme, are planned to encourage their replacement. In addition, from July, it will be possible to combine a zero-interest eco-loan for a maximum amount of 30,000 euros to finance energy and MaPrimeRénov’.
The procedure for changing your surname is simplified
The law to change surnames more easily comes into force on July 1. Until now, the change of name was possible in certain cases, but the procedure was long, costly and uncertain. From now on, an adult person may change their name to take that of their mother, their father or both, if they did not already have them, by simple declaration to the civil registry. This simplified procedure will be possible “once in a lifetime”adds the service-public site.
No justification will be required. Before registering this change, the civil status will give the applicant one month of delay. At the end of this period, he will have to appear again at the town hall to confirm this decision. A parent may also add his name, for convenience, to that of his minor child, by informing the other parent. If the child is over 13, their consent will be required.
On the other hand, the procedure for adopting a name other than that of the parents or for the francization of the surname, for example, remains unchanged. It will have to go through an approval from the Ministry of Justice, which can refuse it if it considers that the reasons given are insufficient.
The ceiling for restaurant tickets goes back to 19 euros
The daily limit of restaurant coupon goes from 38 to 19 euros on Friday. In 2020, the government had decided to double this ceiling to support the catering sector, in difficulty due to the health crisis. In addition, these titles will no longer be usable weekends and public holidays.
Social benefits will be increased if the “purchasing power” law is adopted
The bill on purchasing power, supposed to be presented to the Council of Ministers on Wednesday July 6 and examined in Parliament in the process, plans to upgrade several social benefits. Subject to adoption of the text, the retirement and disability pensions basic diets, activity bonus, but also the family benefits and social minima, including the active solidarity income (RSA), I’allowance for disabled adults (AAH) and I’solidarity allowance for the elderly, should experience a 4% increase. A boost retroactive to July 1.
The text also provides for a 3.5% increase in the value of the index point of the 5.5 million civil servants from July 1. This first thaw of the index point since February 2017 will represent a total cost of 7.5 billion euros, divided between the State and the communities, according to the government.
The exit regime from the state of health emergency is coming to an end
The exit regime from the state of health emergency will end on July 31, government spokeswoman Olivia Grégoire confirmed in mid-June. This regime gives the Prime Minister the right to prohibit or restrict movement, gatherings and access to certain places. It is on this basis that the health pass is also based. However, the government is working on a new text simply to “to be able to remain vigilant at the place of the possible rise of the Covid-19” after July 31, said Olivia Grégoire.
New rules govern rental ads between individuals
From July 1, individuals offering accommodation for rent must specify several pieces of information on their rental advertisements. Non-professional landlords must mention the surface of the property in square meters of living space, whether it is furnished or not, the city, as well as the district for the cities concerned, the amount of the monthly rent and rental charges, the amount of the deposit of guarantee and the amount including taxes of the fees charged to the tenant when carrying out the inventory.
A black box is installed on some new car models
From July 6, new car models manufactured in the EU must be equipped with a black box to better understand the causes of a road accident. This little box records data provided by the vehicle such as the speed, the acceleration or braking phase, the wearing of the seat belt, the use of the indicator, the force of the collision, the engine speed or the inclination of the vehicle 30 seconds before the accident and 10 seconds after the impact.
This box does not save “no personal data about the driver or passengers of the vehicle such as sounds and conversations inside the cabin”, provides the service-public site. Furthermore, the recorded data will only be used in the event of an accident.
