Education reform | The duty

Minister Drainville,

I guess Bill 23 is set in stone. I would still like to share my comments with you… just in case.

I was happy when you were appointed Minister of Education. I had great confidence in you. I was a little disillusioned with your bill. Why, in fact, a global reform (à la Barrette?) instead of taking on the problems one at a time? […]

I would particularly like to focus on the proposed Quebec Culture and Citizenship course which is to replace the current Ethics and Religious Culture course.

1. The current project rightly speaks of critical thinking, but without really taking into account the foundations or criteria of this critical thinking, namely ethics. Ethics should be better defined (See my book Ethics. Wisdom in action, Médiaspaul, 2020). And give ethics a more visible, more determined place.

2. It was necessary to correct certain aspects of the old course on religious culture, but this subject was reduced too much. It must be made clear that this is not catechesis or proselytism. And we must point out the flaws that we can find in religions. But information about various religions, especially Christianity, is essential to understanding the world in which we live. […].

3. The course includes sexuality in each year of primary and secondary school. I believe this is right. But what does sexuality have to do with Quebec culture and citizenship? The title of the course should be changed […].

So. It is late, especially for those who prepare the teaching materials, but better late than never.
