Drug users caught red-handed incur a fixed fine. Only, less than 50% of the offenders discharge it. So, the Head of State wants to set up a payment system on the spot.
Police equipped with bank terminals is the government’s new idea to make drug users and possessors pay their fines. Today, an adult consumer, checked with a small amount of narcotics, can be fined on the field : the AFD, the tort fixed fine. Sent by mail, it must be paid within 60 days. Since 2020, these AFDs have been increasing in number, but the majority of these fines are never paid.
Payment on the spot
A situation that annoys the Head of State visiting Marseille (Bouches-du-Rhône), Monday June 26: “When you realize that there are 35 to 40% of people who really pay this fine, you can’t find that it’s a great world.”
The proposal is therefore that offenders can pay the fine directly, either by card or in cash. In this case, the policeman returns to the police station where this currency is consigned, then paid into the treasury on the spot. However, payment on site remains optional. The police unions therefore remain skeptical.
