The perpetrators of homicides in the context of domestic violence who are placed on parole should wear an electronic bracelet, according to the coroner who looked into the death of Marylène Lévesque in 2020.
“If the assailant of Mme Lévesque had worn an electronic bracelet with geolocation, his death could probably have been avoided, ”writes Me Stéphanie Gamache in her report.
The 22-year-old was murdered in a Quebec hotel by Eustachio Gallese, a client of the massage parlor where she worked. This man had served a prison sentence for a homicide committed in the context of domestic violence. He was on day parole with conditions at the time of their disastrous meeting.
In her report, the coroner noted that “Mr.me Lévesque was never made aware of the antecedents of domestic violence of his aggressor ”whereas the latter“ used lies and deceptions to circumvent the conditions of his parole ”in order to maintain a relationship with she.
Corrections are already using the electronic bracelet for offenders who have contact bans due to geographic restrictions.
The coroner sees it as “an additional measure of support for the monitoring mechanisms in place” which would allow “to validate the statements of an offender who would like to use subterfuge to ignore his release conditions”.
