The Dolphins held on after kicker Thomas Morstead oddly kicked the ball past a teammate and out of bounds to provide a late-game safety touchdown for the Bills.
Tua Tagovailoa and the Dolphins improved their record to 3-0 with a dramatic victory over one of their AFC East Division rivals.
The duel ended with an attempt by Allen and the Bills (2-1) to send the ball near the middle of the field as the last seconds elapsed on the clock. They did not have the chance to attempt a long placement which would have been decisive.
Tagovailoa briefly left the game in the second quarter, before returning after half-time, although he appeared disoriented with a head injury. Allen, a right-hander, also may have suffered an injury and checked into the X-ray room after the game. The coaches checked his right hand shortly before the end of the match.
The Dolphins took the lead with nearly 10 minutes left in the game when they scored a major. Trailing 21-17, the Bills faced their first deficit of the season.
Despite being sack-sacked and awarded a roughing penalty, Allen allowed the Bills to parade downfield on the next possession.
In a 17-play, eight-minute streak that mirrored the way the Bills offense operated throughout the game, the Dolphins defense held on forcing their opponent into a turnover following a a missed last try at the two-yard line.
