The Disciplinary Council of the College of Physicians of Quebec has struck off a family doctor for life. Dr. Maurice Bosembo Ilondo had been found guilty of an act derogatory to the profession for having posed “abusive gestures of a sexual nature” on a patient.
The text of the disciplinary complaint stated that the patient had consulted him for back pain in 2016 at his clinic in Blainville.
The doctor offered to perform a massage for her back pain, but instead proceeded to rub his cock on her, physically preventing her from getting up and leaving the examination table when she realized it. . The man was found guilty by the Disciplinary Council in October 2022. Registered on the board of the College of Physicians of Quebec since 2014, he was absent during the hearing on guilt as well as the one aimed at deciding on a sanction. . The patient had consulted him a few times between 2014 and 2016. But during an appointment in December 2016, once again for back pain, the doctor diagnosed her with a thoracolumbar sprain and notably offered to perform maneuvers massage to relieve it.
After two or three minutes, she felt his penis on her buttocks. She tried to get up, but, stronger than her, he stopped her. Stunned, the patient protests, saying “no” more than once. After ejaculating, he wiped her back and told her “sneeringly that she’s no longer a child”, the ruling said.
Saying she was ashamed, she initially didn’t tell anyone about what happened. She testified before the disciplinary committee “to have lost everything, her honor and her dignity. Since being “dehumanized” in this way, she has had panic attacks.
After receiving help, she finally filed a complaint with the police.
The Disciplinary Council holds that the doctor “abused his professional relationship” with his patient to make gestures and make comments of a sexual nature.
“The Council recalls that the offense committed by Mr. Bosembo necessarily has a negative impact on public confidence in the profession. In addition, they cast a shadow over the entire profession”, not to mention all the consequences for the patient.
The actions he has taken are “very serious” and are “those that the legislator seeks to curb by a significant increase in sanctions”.
Thus, the Board unanimously decided to strike him off permanently.
