Marc Garlasco, former Pentagon and military adviser to PAX, a Dutch NGO, is positive: “The image shows that we are facing a Russian KH-101 type cruise missile”.

Further analysis of the terrain would provide more information about the strike. But, the collected elements are enough to prove the lie of the spokesman of the embassy.
