This is what coroner Luc Malouin concludes, among other things, in his report made public on Wednesday morning.

“It is essential to modify and improve police training so that it reflects citizens’ expectations of them. More importantly, police officers must be best equipped to deal with the reality of today’s society,” he wrote.

Six police officers from the Service de police de la Ville de Montréal went to Mr. Coriolan’s apartment on June 27, 2017. During the intervention, which lasted just over three minutes, Mr. Coriolan received three gunshots, Taser blasts lasting 36 seconds in total, in addition to being targeted with an impact weapon, then disarmed with a stick.

Due to the pandemic, the coroner’s inquest, which began in 2020, was suspended for more than a year and ended in the fall of 2021.

More details to come.
