Cyril Picard, 54, unknown to the general public, is the most wanted Frenchman in Europe. He is suspected of the murder of his daughter. On May 12, 2022 in Veigy-Foncenex (Haute-Savoie), the lifeless body of a 10-year-old girl was found, strangled, near a fire. The father, Cyril Picard, is nowhere to be found. In a context of separation, he became suspect number 1. According to investigators, Cyril Picard first headed towards Paris, where he attempted to burn down his parents’ apartment, before taking the road towards the southwest.

Europol target

A few days later, his van was found in Charente-Maritime. CCTV footage shows him leaving a supermarket car park with his dog Tyson and a backpack. A good navigator, he could have fled by sea. His profile worries the police. “He knows how to handle weapons. He has notably been in the theaters of operations during the conflicts in the former Yugoslavia. During the pandemic, he changed his physical appearance, took up the cause of conspiracy theories, ‘interested in survivalist terms…”explains Guillaume Lacassin, commissioner and head of the national fugitive search brigade.

The investigation has now taken an international turn, since Europol has designated Cyril Picard for France in its major communications campaign to find the main European fugitives.
