Every year, French prisons welcome more and more people. As of September 1, 73,693 people were incarcerated, for 60,629 places, or 122% occupancy. Chronic prison overpopulation in France, condemned by the European Court of Human Rights. The cause is incarcerations and their duration which have increased. In 2020, nearly 90,000 years of prison time were allocated in total in the country, compared to 54,000 years in 2000, an increase of almost 70% over 20 years.
New places by 2027
At the same time, the construction of new establishments was not enough to offset this increase. A remand center, located near Troyes (Aube), is preparing to welcome new inmates from next December. It is part of the plan to create 15,000 new places by 2027. The cost is estimated at 4.5 billion euros.
