More local management in the health network would strengthen the sense of belonging of the professionals who work there, believes the Quebec group of doctors for the decentralization of the health system (RQMDSS).
“We want power to remain first and foremost on the ground, really on the ground,” argues the Dr Félix Lê-Phat-Hô, administrator on the RQMDSS board of directors, in an interview at Duty. The organization which was created in June 2020, in the midst of a pandemic, will be on Thursday at the parliamentary committee on Bill 15, which aims to make the network more efficient.
Mr. Lê-Phat-Hô recommends in particular to the Minister of Health, Christian Dubé, to add in his reform a brand new coordination table focused on local care to bring together mayors, citizens and health professionals in each of the local social networks (RLS). The latter bring together all the health services provided in a territory.
The group of physicians says it is open to the idea of creating Santé Québec, as provided for in the bill. This new agency will take care of the day-to-day activities of the network, while the Ministry of Health will be responsible for the major orientations. “For us, that’s not a bad thing. But we think that we really need to strengthen the base of the pyramid,” says Dr. Lê-Phat-Hô.
Promoting local management could help curb the labor shortage that is rife in the network, he points out. “If people have a sense of belonging, if people feel that they have power, an ability to act and that they really have local leverage, they will no longer be tempted to go elsewhere. They will give their 100% instead of their 50%,” he said.
The latter also warns that a possible adoption of the bill at the end of parliamentary work in June would be precipitated. “It’s huge as a bill. There are plenty of elements that we did not have time to analyze. »
The legislative text tabled in March by Minister Dubé contains more than 1,000 articles spread over 308 pages.
