Ceiling on restaurant tickets, animal adoption certificate, increase in the rate of wear and tear… What changes on October 1

The restaurant voucher ceiling raised to 25 euros

The daily ceiling for restaurant tickets goes from 19 to 25 euros on Saturday. A measure published by decree on September 29. Since August 18, the use of these titles has also been extended to all food products, even if they are not directly consumable (pasta, rice, flour, etc.). However, it remains impossible to use it on weekends and public holidays, except for employees who work at that time.

Medical teleconsultation no longer reimbursed at 100%

It was an exceptional measure taken during the Covid-19 pandemic. 100% reimbursement of medical teleconsultations by Social Security ends on Saturday. These remote consultations will now be reimbursed in the same way as a classic appointment, 70% covered by Social Security and 30% by mutual insurance.

Less employer charges for overtime

This concerns companies employing 20 to 249 employees. From Saturday, overtime will give rise to rights to a flat-rate deduction of employer contributions. In concrete terms, this deduction will amount to 1.50 euro per overtime hour for employers. Until now, only employers with less than 20 employees had access to it. This provision comes from the law for the protection of purchasing power passed this summer by parliamentarians.

A mandatory adoption certificate for pets

No more question of adopting your pet without signing papers. “A certificate of commitment and knowledge” is now compulsory in pet shops, breeding farms, but also for adoptions between individuals. This document is required to adopt a cat, a dog, a rabbit, but also a horse (in a non-professional setting). The objective of this measure, provided for by the law against animal abuse, voted in November 2021, is to fight against abandonment. Each year, approximately 100,000 animals are abandoned.

Real estate credit: increase in the wear rate

To promote access to mortgages, the Banque de France raises the “wear rate”. This is the maximum rate at which banks are allowed to lend. For loans of 20 years or more, this rate goes from 2.57% to 3.05%. Rates that are too restrictive, supposed to protect customers from abusive conditions, have prevented some households from having access to borrowing in recent weeks, notes the Banque de France.
