A lack of knowledge of existing systems, long and sometimes complicated procedures, the fear of being stigmatized… There are many reasons that explain the non-use of social benefits by people who are nevertheless entitled to them. It is a massive phenomenon. In 2016, one in two single people eligible for the minimum old age did not use it, according to a study by Drees, the statistical service of the Ministry of Solidarity and Health, dating from 2022. This was also the case for a person in three among those eligible for active solidarity income (RSA), according to another study by DREES, published the same year.

An experiment launched this summer

This phenomenon “aggravates the feeling of hardship experienced on a daily basis” And “prevents preventing the slide into poverty”, estimated Jean-Christophe Combe, the Minister of Solidarity, at the end of April. To fight against the non-use of social benefits, the latter is launching a three-year experiment in around ten territories. As of this summer, these “zero non-recourse territories” will try to detect eligible users who do not receive the RSA, housing allowances and the activity bonus. In these territories, a partial automation of the procedures will also take place in mid-2024, before being generalized in 2025.
