In the circles of power, an admission of incompetence was recently unveiled in the guise of Bill 31, tabled by the Coalition avenir Québec. This legislative proposal, aimed at prohibiting the assignment of leases, highlights the glaring shortcomings of the Legault government in terms of housing. If the government had shown integrity in taking the necessary steps to deal with this crisis, tenants would not be forced to resort to schemes such as lease assignment.
Bill 31 comes as a tacit recognition of the government’s inability to seriously address the housing issue. While the assignment of the lease is only an option of last resort for tenants in distress, its prohibition reveals the caquiste penchant for the landlords’ cause. It is unjustifiable that tenants are stuck indefinitely between government inertia and excessive rent increases.
Resolutely strong against the weak, but weak against the strong: it must be said that coherence and compassion are lacking in the leadership of François Legault.
Bill 31 is a stark reminder of this government’s failure to take adequate measures to support the most vulnerable and guarantee their right to affordable housing. This law is the expression of an ostensible defection, overwhelming proof of the total lack of interest that the CAQ government feels towards tenants regarding this crisis in the real estate market.
