In November 2020, the outgoing solidarity deputy in the riding of Rouyn-Noranda–Témiscamingue, Émilise Lessard-Therrien, tabled a bill in the National Assembly to achieve this target by 2025. The promise made Monday by the leader party parliamentarian, Gabriel Nadeau-Dubois, essentially repeats the content of the bill, but postpones the deadline by five years.

The left-wing party promises, if it forms the next government, that its law would only target large companies in the food industry. ” [Ces organisations] will have to reach agreements to transfer their unsold food to organizations that will redistribute it or to recovery companies,” it was announced.

“We are going to adopt a responsible and pragmatic attitude: we are going to give them two years to comply. I will be very clear: the small local restaurant, the independent grocery store or the village snack bar will not be affected by our measure, ”said the solidarity chef.

The companies that would be affected by the law proposed by Québec solidaire would be supermarkets, restaurant and hotel chains or large processors and distributors, having reached a turnover of 100 million dollars.

QS also proposes to set up a support program for organizations, which will be industry partners, with an amount of 12.5 million per year for each year of a potential mandate.

A study conducted for Recyc-Québec indicates that 72% of edible food lost or wasted through the biofood system comes from the production, processing and manufacturing, distribution, hotel, restaurant and institutions, as well as retail businesses.
