In early January 1998, nearly 180 millimeters of freezing rain paralyzed southern Quebec. During this ice storm, as it was called, electricity pylons collapsed, bridges had to be closed and, at the peak of the blackouts, nearly 1.4 million Quebec homes lost power. But how do you keep people informed when communications and travel are limited by extreme weather conditions?
