Ali Ngarukiye, this man accused of trying to kill police officer Sanjay Vig in the Parc-Extension neighborhood in Montreal, would be fit to stand his criminal trial, despite a strange appearance on Monday in which he seemed disconnected reality.
The 22-year-old man is the alleged perpetrator of this attack last January on the policeman of the Service de police de Montréal (SPVM) for which Mamadi III Fara Camara, an unremarkable Montrealer, was initially unjustly arrested and detained for six days.
Monday morning, Ali Ngarukiye appeared from the Philippe-Pinel psychiatric institute in Montreal. His lawyer, Mr. Lloyd Fischler, had requested a new psychiatric evaluation of the young man.
Brought to the videoconference room for his appearance, the accused was dressed in a yellow plastic hospital gown, his shoulders wrapped in a white blanket. Handcuffed, the man looked absent, even haggard.
From the Montreal courtroom where he was, his lawyer asked him in English if he could hear well. He received no response.
“He does not react,” said Judge Salvatore Mascia of the Court of Quebec. He does not appear to be aware of the court hearing. “
The accused then began to repeat: “Go on man, you have to talk man Appearing to address himself and pulling on his chains.
It was then announced that he fulfilled the minimum criteria to be declared fit to stand trial, according to the psychiatric expertise carried out.
Postponement of the case
Mr. Fischler expressed the desire to speak with his client in person, given the consequences of this decision for him, and also because he has not been able to see his client for two months. All agreed to postpone the case until Wednesday, especially given the behavior of the accused.
The accused then got agitated. He did not want the two nurses who escorted him to be in the background during the hearing.
“Don’t stay behind me. You should be next. I’m not doing anything, ”he repeated several times in English before the videoconference link was cut.
A previous psychiatric examination came to the conclusion that the accused may be held criminally responsible for the acts with which he is accused.
The arrest warrant filed against Ali Ngarukiye includes a list of seven counts, including attempted murder, aggravated assault of a police officer, disarming a peace officer and discharging a firearm, in addition to two charges of car theft.
While in preventive detention, he allegedly murdered the detainee with whom he shared his cell. He therefore also faces charges of murder and contempt of a corpse.
