The COP28 agreement is expected to be concluded on Tuesday, December 12. But a first version of the text was rejected on Monday in particular by the European Union, because it was considered not ambitious enough.
The bet of Sultan al-Jaber, the Emirati president of COP28, to reach a rapid agreement on Tuesday, December 12, is a failure. The text proposed on Monday does not set common objectives for phasing out fossil fuels – which are responsible for two thirds of greenhouse gas emissions – coal, oil and gas. This is unacceptable for many countries, including the European Union.
“So we need more ambition on phasing out fossil fuels, and on the global target on renewable energy and energy efficiency. And unless that happens, I really don’t see not how to reach an agreement that we, the European Union, can support”, says Dan Jorgensen, the Danish Minister of Climate.
Financial aid to developing countries
The oil-producing countries do not want to include a common exit from fossil fuels and wish to leave the freedom to each country to determine how to reduce their greenhouse gas emissions. Another point of friction: the financial aid to be provided to developing countries for the transition.
