“This technical control is an effective measure, which will make it possible to contain the nuisances of motorized two-wheelers”, rejoices Wednesday, May 18 on franceinfo Franck-Olivier Torro, spokesperson for the Ras le scoot association, in favor of the establishment of a technical control for motorized two-wheelers. Ras le scoot is one of the associations having seized the Council of State, which decided on Tuesday against the opinion of the government by making this technical control compulsory from October 1, 2022.
According to Franck-Olivier Torro, the technical control has “several advantages” : “evacuate from circulation the two-wheelers which should no longer roll, such as wrecks”, “measuring the air pollution generated by motorized two-wheelers”, as well as their “noise pollution”. This last point constitutes, according to him, “a definite advantage for non-users of motorized two-wheelers who constantly suffer from the noise they make”.
Franck-Olivier Torro also declares himself “convinced that there are motorcyclists who take great care with their motorcycles”, but they are not the majority, according to him. He believes that a “big party” bikers “who circulate in the cities” , “don’t get your hands dirty”. “Not everyone tinkers with their motorcycle”, and in particular scooter users, who “don’t know anything about it”.
The Federation of Angry Bikers has announced that it wants to challenge the decision of the Council of State in court.
