For 40 years, Victor Manuel Rocha held key positions within American diplomacy. He is today suspected of being a clandestine agent and of having tirelessly served the interests of Cuba. A historic scandal, by the American authorities’ own admission. The former ambassador to Bolivia was arrested in Miami (United States), where he retired, Friday December 1.
An FBI counter-infiltration operation
Victor Manuel Rocha was confused by a counter-infiltration operation carried out by the FBI. On three occasions, an investigator posing as a Cuban agent met and filmed him. Some of these images and transcripts of their conversations have been made public. He recalls his service records and claims his record as a spy for “almost 40 years”. Further, he unambiguously designates the United States as the enemy. His positions on the National Security Council at the White House and then at military command certainly put him at the heart of the American system. Victor Manuel Rocha faces up to ten years in prison.
