“Cold case” center: after almost two years of existence, what is the assessment?

Two years ago, French justice created a center dedicated to resolving “cold cases”, unsolved crimes, at the Nanterre public prosecutor’s office in Hauts-de-Seine. A center which has made it possible to move forward on certain cases, but for families, much remains to be done and the prosecution lacks resources.
The companion of the ogre of the Ardennes, Monique Olivier, was convicted following an investigation by the “cold case” unit. The alleged killer of Caroline Marcel, murdered in 2008, was identified using new DNA techniques. Initial successes for the three investigating judges from Nanterre (Hauts-de-Seine) who handle around a hundred procedures. But as the pole celebrates its two-year anniversary, the families of other victims have spoken out. For them, much remains to be done.

According to lawyer Didier Seban, at least two magistrates, assistants and also software to bring together all the procedures are missing. For Estelle Mouzin’s father, the center should take more cases. For the moment, the Nanterre public prosecutor’s office, due to lack of resources, wants each investigating judge to limit himself to 30 cases. The families also want the creation of a public website for collecting information. Above all, they want other prosecutors to help the unit by listing all the murders, rapes and disappearances, to keep this criminal memory essential to the resolution of these cases.
