Last February, the Metropolis of Rouen voted against the funding, highlighting ecological reasons. The Normandy region and the Seine-Maritime department then compensated for the missing 66 million euros. In total, the eastern bypass must cost less than 1 billion euros, half of which is public money, the rest paid by the future concessionaire. The State will launch a call for applications in early 2022 to find it with a start of work scheduled for 2027-2028 for commissioning not before 2030-2031.

To the question of the future toll which would dissuade taking this future highway, the president of the regional council considers “that it suffices to dissuade heavy goods vehicles from passing through the center of Rouen “.
