“A tremendous step backwards in the fight against climate change”pointed out Monday February 12 on franceinfo the president of the National Housing Confederation (CNL) Eddie Jacquemart, while Christophe Béchu announced Sunday “simplifications” It front of “complexities” And “bias” of the new Energy Performance Diagnosis (DPE) of a home. This correction should allow 140,000 homes of less than 40m2 to move out of the thermal sieve category (labeled F or G).

Housing that will remain of poor quality

G-rated accommodation will be prohibited from renting from January 1, 2025. “We are not touching the calendar and the ambition, but we are going to clarify certain rules which apply to next January 1”, indicated Cristophe Béchu. For the president of the CNL, these “simplifications” are a “great gift given to the owners”which are, according to him, “very worried about no longer being able to rent their thermal wrecks”. “I think it’s a sleight of hand that the minister is trying to do under pressure from owner lobbies”, he insists. According to him, the revision of the DPE “will not solve the problems of housing quality”. “I find it completely dramatic, illusory and above all counterproductive to the fight against global warming”he insisted. “We have a government that is unraveling”added Eddie Jacquemart.

The CNL offers “immediate work obligations for thermal strainers”. “Landlords have been collecting rent for years and tenants are throwing money out the window with the heating”, he explained. A first government amendment will be tabled in the Senate, specifying in particular that “the need to have carried out work to re-rent a G-class thermal sieve will only apply at the time of renewal of the lease, either by tacit renewal, or upon change of tenant”. “The tenant who will stay in the accommodation will have to continue to suffer from the poor quality of the accommodation”castigated the president of the CNL.
