A PQ government would give “real freedom of speech” to its deputies

If he becomes Prime Minister, the leader of the Parti Québécois (PQ) would leave greater freedom of speech to his backbenchers.

Paul St-Pierre Plamondon proposed Thursday a series of measures to rebalance the powers in the hands of the Prime Minister.

In particular, he wants to strengthen checks and balances by creating the office of Parliamentary Budget Officer and doubling the budgets and resources of the Auditor General.

The PQ also wants to give “real freedom of speech” to government deputies who are not ministers on the issues of their constituency.

“There will always be some form of party line, but there it is that we can no longer name the problems in our riding. If we don’t name the problems, how do you expect them to be solved,” said Mr. St-Pierre Plamondon, in a press briefing in front of the National Assembly, in Quebec City.

The sovereignist formation also undertakes to make the General Directorate of Public Health completely independent of the Council of Ministers and the Prime Minister.

The party also proposes to establish a question period for citizens, at least once per parliamentary session, as well as a question period for the Prime Minister only, every week.

The reform of the Act respecting access to documents held by public bodies and the protection of personal information is also in the sights of the PQ.
