At the end of COP28 in Dubai, an agreement was reached to move towards a transition away from fossil fuels, Wednesday December 13. For some, the text does not go far enough.

Has the end of fossil fuels been signed in Dubai (United Arab Emirates), land of oil? Wednesday December 13, after long hours of negotiations, the president of COP28 was smiling. “We can be proud of our historic success”, says Sultan Al-Jaber. A compromise was found between those who wanted a clear exit from coal, gas and oil and those who opposed it.

A text with no release obligation

The text calls for a “transition away from fossil fuels” in energy systems. “We have the most ambitious text to date on fossil fuels, which outlines a carbon-free future for energy”, approves François Gemenne, co-author of the 6th IPCC report. For island states, threatened by global warming, these efforts are insufficient. According to certain States and NGOs, this text, without an exit obligation, does not go far enough. “This text would have been very ambitious and up to the urgency if we had adopted it 20 or 25 years ago”indicates Jean-François Julliard, director of Greenpeace.
