The Council of Ministers will examine on Friday May 3 a bill intended to increase the supply of housing, particularly social housing. It will require them to leave or pay an extra rent as soon as their income exceeds the resource ceiling by 1 euro.

In social housing, residents with the most income could see their rent increase. For 35 years, Christian de Barros has lived in an apartment in the Paris region. He previously resided there with his two children, and is now alone in this 66 square meters, for a rent of 428.66 euros, with a solidarity rent supplement of 139 euros. Like him, a household must pay a supplement if its income exceeds a certain resource ceiling by at least 20%.

Encourage more HLM tenants to leave

The threshold could soon be triggered as soon as 1 euro is exceeded. The government would like to encourage more HLM tenants to leave. Christian de Barros receives a pension of 3,000 euros per month. A comfortable income, but according to him insufficient to find accommodation elsewhere. “The same accommodation, three rooms, 65 to 70 square meters, the rent currently is roughly double”, he said. Currently, 80,000 tenants pay extra rent. With the measure, the figure could rise to 200,000.
