Barely two months after having benefited from a stay of proceedings in a case of gangsterism and drug trafficking, the Hells Angels of the Montreal section, Vincent Boulanger was arrested Wednesday, while he occupied a vehicle in which he found a handgun.
According to our information, the weapon was in the glove compartment of the vehicle, while Boulanger was seated in the front passenger seat and an individual whom the police consider to be a member of the Marauders, the school club of the Hells Angels, Rayan El Ali was at the wheel.
The two men were intercepted around 1:15 p.m. on the North Shore by investigators from the Multidisciplinary Team dedicated to firearms in the eastern region of the City of Montreal Police Department.
Boulanger and his companion were transported to the SPVM eastern operational center where they were questioned.
According to our sources, Boulanger was released with a summons to appear while El Ali spent the night in detention.
The latter should appear for possession of a prohibited firearm and being in a vehicle in which he knew there was a firearm, Thursday, at the Saint-Jérôme courthouse.
According to our information, Rayan El Ali, 34, was observed on a few occasions with influential members of the Montreal section of the Hells Angels and the police believe that he could act as a driver or supervisor for the bikers.
He has some criminal history, including drug trafficking and breaching conditions.
Caution and low profile
Vincent Boulanger has been a member of the Hells Angels since 2005. He started in the Sherbrooke section before moving into the ranks of the Montreal chapter.
At the beginning of April, he and four other individuals accused of gangsterism and drug trafficking following a major investigation by the National Squad for the Repression of Organized Crime (ENRCO) called Percuter benefited from an arrest of procedures after the Defense raised doubts about the supervision of a former accomplice who became a collaborator on the latter’s bankruptcy and his remuneration as a witness.
Vincent Boulanger was arrested during the vast SharQc anti-biker raid carried out in April 2009, but he was part of a group of 31 individuals accused of drug trafficking released two years later for apprehended unreasonable delays.
According to a decision of the Court of Quebec rendered in 2014, Boulanger would have watched over the families and interests of two of his fellow Hells Angels, the Vachon brothers, in the Eastern Townships, while they were still detained during the procedures of operation SharQc.
Referring to the evidence presented, the judge described him as a “very cautious man who maintains a low profile, who only deals with reliable lieutenants, who does not touch drugs and who is referred to in resolving disputes.” and disputes.”
In 2013, Boulanger was arrested in an operation called Kayak which targeted a drug trafficking network active in the Eastern Townships. He pleaded guilty to conspiracy and drug trafficking charges and was sentenced to 45 months in prison in December 2015.
