The government wants to end social housing for life. The largest household budget item, housing is experiencing an unprecedented crisis. New construction is at a standstill, and the number of building permits granted has not been this low in more than 30 years. To respond to the crisis, Guillaume Kasbarian, the Minister Delegate for Housing, wants to encourage the exit of HLM tenants who have exceeded the resource ceilings and charge an additional rent from the first euro of excess.
A text that would hunt down the poor
According to the ministry’s impact study, 131,000 new households would be affected by the additional rent reform, and around 30,000 would see their lease terminated. In France, 2.6 million people are seeking social housing. HLM tenants’ associations are criticizing a bill that preys on the poor. “There is no hunting for anyone“, retorts Guillaume Kasbarian, who says to himself “very happy” that some French people “can live a life of prosperity as life progresses“. The text will first be examined in the Senate around mid-June.
