Unemployment insurance reform: what are the government’s options?

The government is preparing a new tightening of the screws on unemployment insurance. For the third time in five years, access conditions could be tightened. Duration of compensation, access to benefits, bonus-malus…what measures is the government working on?
A full government with unemployment insurance in its sights. A reform, the third in five years, would be considered. Objective ? Encourage a return to work. One of the avenues considered would concern the duration of compensation between 18 and 27 months currently depending on the age of the unemployed. Bercy would especially like to reduce that of seniors who benefit from longer compensation than other employees. Another possible lever: tightening the conditions of access to benefits. To be compensated, the number of months worked could exceed six months.
Limit short contracts?
The unions are already on their feet. “When the unemployment rate rises, we should increase protections for people deprived of jobs”, explained Sophie Binet, general secretary of the CGT at the microphone of France Bleu Roussillon. Others in the government would push for other options which would rather target companies with the strengthening of the bonus-malus on short contracts to encourage bosses to use it less. The social partners are already in full negotiation on the employment of seniors. They must submit their report at the beginning of April.
