In Villeurbanne, drug traffickers are fighting over control of an ideally located territory, near the city center of Lyon. Exasperated, residents formed a collective to resist. “Special Envoy” followed their actions.
In France, more and more medium-sized towns are being plagued by drug trafficking. Rare are the neighborhoods where residents dare to challenge drug dealers, for fear of reprisals.
In Villeurbanne, in the Tonkin district, around ten networks of traffickers are vying for control of this territory ideally located in the city center, a few tram stops from Lyon town hall.
Citizen mobilization
Exasperated by the repeated shootings and the powerlessness of the public authorities, a group of residents decided to resist. “Special Envoy” followed this completely unprecedented citizen mobilization for several weeks.
To alert the public authorities, Sylvie, a French teacher, and Tristan, a carpenter, regularly take the risk of filming themselves with their neighbors in the process of dislodging the drug dealers posted at the foot of their building…
