Gabriel Attal announced an adjustment to the SRU law, which requires municipalities to devote 20 to 25% of their real estate to social housing.

Making social housing accessible to the middle classes: this is the ambition of the government, which first intends to return power to mayors. Marylène Lillet, mayor (Divers Center) of Saint-Genis-Laval (Rhône), presents a project composed of 30% social housing: “28 housing units, including nine social”, she specifies. She could choose future tenants. “The fact that the mayor can favor his residents, they are anchored residents, who do not work far away, who have their children in school… It also allows people to stay where they want to stay”she says.

The poorest left on the sidelines?

The government also wants to review the SRU law. It provides that municipalities must achieve 20 or 25% social housing. Intermediate housing, intended for the middle class, could be included in this quota. HLM organizations fear that mayors will exclude the poorest families from their applications. “How does the Prime Minister ensure that there is no cronyism?”, asks Emmanuelle Cosse, president of the Social Union for Housing. The other difficulty is linked to construction costs. “The housing problem in our cities currently is the price of land”deplores Pierre Hurmic, mayor (EELV) of Bordeaux (Gironde).
