Little known, Michael Allan Duncan is nevertheless one of the worst child molesters in the country: he admitted to having attacked at least ten little girls for 30 years – without being charged for each crime. His most recent crimes earned him the rare dangerous offender label in 2020, with a 10-year supervision period. Surprisingly, the police never made his photo public.
Released from prison in November 2022, the 64-year-old Montrealer would not have taken long to reoffend. Last week, he was charged with criminal harassment of three people between January and June 2023 and with committing an indecent act in a public place in April 2023.
Michael Allan Duncan is said to have followed a 9-year-old girl and her mother on numerous occasions since his release from prison, we learn in a recent decision by the Parole Board of Canada (CLCC).
In April 2023, the predator allegedly sat near the little girl and rubbed his genitals on her backpack, while watching the little girl. A few weeks later, Duncan allegedly stood right behind the little girl and two other children on the subway. The mother then allegedly photographed the intruder to alert the police, which led to her incarceration.
According to the Commission, Michael Allan Duncan completely denied the allegations against him, saying it was “probably a coincidence” that he was in the same place as the girl on several occasions. He also blamed the police for placing a piece of paper in his bag saying: “Freemasons protect pedophile members.” The Vaseline cream and candies found in his bag were also for him, he maintains.
“However, your case agents doubt this version and perceive a possible link with your criminal dynamic of predation,” concludes the CLCC, recommending that charges be laid for non-compliance with his conditions of release.
False identity
Michael Allan Duncan, originally from Ontario, made his first victims in the 1990s. In the 2000s, he fled the police under the false identity of “Jack Armstrong” and worked as a janitor in a residential building in the Côte-Nord neighborhood. of snow. Upon his release from prison in 2016, he quickly accumulated particularly sordid child pornography. Then, he watched it with an 11-year-old girl he knew. On one occasion, he also allegedly asked the girl if she could feel a bulge in her pants. She denounced him, which led to his arrest. In this case, he was sentenced in February 2020 to five and a half years in prison, then declared a dangerous offender.
Despite his dozen convictions for sex crimes and his high risk of violent reoffending, Duncan had avoided the worst possible sentence, that of indefinite detention. However, that may be what awaits him this time.
