The last few years have taught us a lot about the vagaries of war. At all times, let us not be fooled, States have hidden the truth, during their interventions in international relations, about the reasons for their actions or their actions themselves. Business of state takes precedence over truth, because the state, as the monopoly holder of legitimate violence, is never wrong. Its credibility is at stake, even if we often feel it is invested by particular interest groups with aims contrary to those of the majority.

Truth is the first casualty of war, said the writer Rudyard Kipling. It’s not false. But whether it’s wartime or peacetime, it doesn’t matter. The same rules of deception prevail because for the State, war against other States, even allies, is permanent. If you want peace, prepare for war…
