Rapidly declaring the creation of a business or the cessation of activity with the administration is what the National Business Register offers, also known as the “one-stop shop”. Launched at the start of the year, the system is reopening after several months of repeated hiccups.

This digital, dematerialized counter, entrusted to the National Institute of Intellectual Property, was to be fully operational in March, but has only just been restored to 100%. This platform – formalites.entreprises.gouv.fr – replaces the six networks of formalities centers that currently exist between Urssaf, the consular chambers, the general directorate of public finances and the registries of commercial courts. A platform supposed, therefore, to group 56 forms in a single and unique, obligatory passage for anyone who wants to declare a business creation or modify his situation.

Except that… Useless information, operating anomalies, lack of flexibility, slowness: the first feedback was not good at all. The portal in question was supposed to be able to receive 70,000 formalities per week against 10,000 in its previous version. Over the year, this represents nearly 5.5 million procedures. The administration obviously had its eyes bigger than its stomach.
Necessary adaptation
There is no longer any question of abandoning procedures in paper format, the two systems will coexist – digital is good, but not too much, according to some traders and business leaders. No more question, either, of disconnecting the functionalities of Infogreffe, the service managed for ages by the registries of the commercial courts in the region, and which works well. This “old-fashioned” system is maintained for a few more months.
The priority is really to avoid any blockage or delay in completing the formalities, whether for business leaders or accountants and other professionals concerned. Since January and the start of the seized system from the start, the one-stop shop has recorded the filing of some 700,000 files.
For the Ministry of Economy and Finance, it was out of the question to let the situation deteriorate, while it is currently going through another wave of protests with the system of declarations of real estate on the Internet by individuals.
